[StarCluster] starcluster-extras plugin project on git --- PackageLoader

Hi Austin,

I'm working on a Gluster plugin plus a few filesystem encryption
plugins.  It would be great to have a common place to check in this
code, especially if it gets officially sanctioned by the project.
