[Starcluster] up/resizing a starcluster

Hi Rob,

Not for this upcoming release, but it will be the very first priority after 
releasing the next version.

For this I plan to add two more actions, addnode/removenode, to StarCluster 
that will allow you to manually trigger adding/removing nodes. This will allow 
you to expand/contrast the cluster size as you see fit and by any metric you 
want.

I also plan to create a new "starclusterd" script that lives on your client 
machine. This script, if used, would run as a daemon and periodically (at 
user-defined intervals) check the Sun Grid Engine queue and add/remove nodes 
based on some user-tunable criteria relating to the queue stats.

Does that sound reasonable?
