[scripts-announce] "Execute bit" restriction removed

Scripts will now work with the web script service even if they are not
marked as executable.

(We have added this convenience by tricking the script server into
thinking that all files in AFS are marked as executable.  If this change
breaks any of your scripts, feel free to contact us and we will try to
find a solution to the problem.)
