*Abstract:* This presentation analyzes four of MIT’s major international
collaborations – the Cambridge-MIT Institute, the MIT-Portugal Program, the
Masdar Institute of Science and Technology, and the Singapore MIT Alliance
– as complex policy instrument that simultaneously address issues in
science, innovation and higher education policy. While largely different
in design and sociocultural context, all four partnerships draw upon the
notion of “best-practice transfer,” i.e. the idea that institutional
success can be emulated by adopting certain practices of a leading
international university like MIT, particularly with respect to the role of
universities within national innovation systems. In this sense, the
“success” of these collaborations is closely tied to notions of cultural
change, both within a country’s institutions of higher education and
science as well as in broader socioeconomic terms. The presentation will
discuss examples of collaboration achievements and generalizable lessons
for innovation policy in light of this dual analytic framework of policy
analysis and cultural change. **
*Biography*: Sebastian Pfotenhauer is currently a post-doc with the MIT
Technology & Policy Program and the MIT-Portugal Program, as well as a
fellow of the Harvard Program on Science, Technology, and Society. His
research interests are centered on the intersection of innovation policy,
science policy, and higher education policy, where he is currently focusing
on the role of international university collaborations as a national
innovation strategy. A graduate of MIT's Technology & Policy Program,
Sebastian also holds a PhD in Physics from the University of Jena, Germany.
He has worked as a consultant on issues related to science, innovation, and
education policy for the OECD Centre for Educational Research and
Innovation (CERI) and private foundations, and has served on the board a
European framework program (Laserlab Euorope) as well as several policy
initiatives (e.g. Cambridge Science, Technology, and Policy Crossroads). At
present, Sebastian also takes pleasure in teaching the "Introduction to
Technology & Policy" course at MIT. In his spare time, Sebastian enjoys
playing the violin and traveling around the globe.
