Hi Srini

There are a couple of ways
1) Find a user exit or badi that is triggered after saving the document and code a workflow start. Might need to build you own business object

2) check to see if a change document is written and trigger the workflow for this. 

3) turn on workflow event logging in development and run the transaction. Remember to turn it off afterwards. See if any events are raised for the transaction.
