Workflow for HR infotype 0000 subtype 10

 Hi everybody,
i'm working with a custom  Workflow for  HR in txn pa40 when user insert record to infotype 0000 subtype 10 
 i insert 1 record in txn swehr3 but when i tried to insert the combination infotype  0000 subtype 10   next error display
Entry 0000 10  does not exist in T778U (check entry)
any idea how can  insert values in table t778u
