Hi George,
Couple of things for you to check:


1)      How many connections the RFC dest WORKFLOW_LOCAL_XXX is allowed to use – there is a good chance it is hitting the limit

2)      When you get the problem check tcode SARFC – ensure that not all process allotted to RFC are being used.

I do not think this is the problem because if we had a shortage in dialog processes also the dialog steps should be affected and also non-workflow activities, but nobody complained about this.

Could you be encountering this problem due a restriction on dialog processes?
Background steps actually require a dialog process for execution as far as I
know, so if your application servers are underdimensioned you could experience
such situations.
