Excluded Agent Getting Workitem

Dear Experts,

I have come across a very strange issue.

I have mentioned one user's id as an excluded agent in one of the workflow
dialog step.

Now when the workflow is getting executed the agent determined by the rule
is the one who is also an excluded agent. I don't know why but this user is
able to view the workitem in his SAP Inbox even though the log is still
showing him as an excluded agent with red cross against his name.

Any inputs will be highly appreciable.
