If you want to integrate with SAP standard (as it seems you do), you have to 
integrate properly. The mentioned events have been created for the standard 
solution, which you do not want to use. The "ReleaseStepCreated" event is for 
instance not created for release codes which are not defined as workflow-
relevant.
If you create a custom solution you should create your own events too. Then 
your custom solution could live alongside a standard solution.
