Responsibility Rule - PP01

Hi gang,

Got a quick question. I have a Responsibility rule setup.  It works in my 110 client but not 120. Same system. I go into 120 via PP01 and it does not see the rule. 

In 110, when I try to Activate I get:
For infotype 1001 in status 1, function AKTI is not allowed
