Substitution Issue

Hi,
While Creating a Shopping Cart it goes for approval to the manager.
If EMPLOYEE_A creates a shopping cart it goes to MANAGER_X for approval.

Now MANAGER_X has assigned EMPLOYEE_A,EMPLOYEE_B as substitutes.
So currently the workitem is with EMPLOYEE_A,EMPLOYEE_B,MANAGER_X.

Now I would like to restrict the workitem being sent to EMPLOYEE_A as he is the creator of shopping cart.
