Ummm..  Have you checked to see if it is part of Process Observer? See the intro material on SCN at the Business Process Management space

You can use SAP Process Object Builder (CA-FS-POL) to model complex business processes (or parts of these) from a process perspective, and to map them to process object types. These process object types can be used independently of the Process Object Builder.
The Process Object Builder is a development tool in the ABAP and enterprise service environment.

I haven't got a clue. But it's built on the ABAP stack so it looks like Business Workflow to me.
Does anyone have more information about this?
