There is (at least used to be) a parameter for RSWUWFML2 which said which 
"variant" the job was running for. If you have the same task specified in two 
variants (or no task specification) with different values for this field they 
will pick up the same work item.

If you don't understand what I am talking about send the full job variant 
information (all selection screen values) for all your background jobs running 
program RSWUWFML2.
