Inverse of RH_ACT_LEADING_POSITION

G'day Wuggers,

Is there a standard function for returning the inverse of
RH_ACT_LEADING_POSITION? Rather than starting somewhere and going up to find
the first maintained 'Chief', I want to start at a 'Chief' and find all the
subordinates. This needs to take into account all sub-org units which either
have no 'Chief' defined or where the 'Chief' is vacant.
