PR change in Item Note

Hi,
We have a WF which triggers every time a PR is changed for few fields like 
Amount, A/C assignment.
So whenever PR is changed for these fields, WF triggers perfect.

Now, user was in change mode for PR (similar to the PR above), the user added an 
Item Note in the PR then changed the Amount field for the PR.
Ideally since the Amount field got changed it should have triggered , but now 
since Item Note was added and later Amount field got changed, it didnt trigger 
the WF.
Why so, If Amount only changed, WF triggers, if Item Note added and Amount 
changed WF doesnt trigger.

Hints required.
