Workflow start condition failing

Hi Experts,

I am facing an issue related to Workflow start condition. The requirement
is, the Workflow should trigger only if the status of billing block is Z2
(Submitted). The Workflow should trigger,when a sales order is created
(VA01) or sales order is changed (VA02)  with billing block status is
Z2(Submitted). I have used the standard events CHANGED and CREATED of the
bus object BUS2096 and created a condition &_EVT_OBJECT.BillingBlock& = Z2
for both the events (CREATED and CHANGED). Surprisingly no matter what ever
the billing block status Z1 or Z2 or anything the workflow is getting
triggered. I have checked the transaction SWB_COND and saw the condition is
active. Please let me know what could be reason for this behaviour.
