Instance not getting created

Hi Experts,

As per the requirement my workflow will trigger when a sales order billing
block is changed to submitted status. For this I have used the standard
events CHANGED for BUS2096 with start condition to check Billing block = Z2.
This is two level approval workflow. As the decissions are to be taken from
the UI screen. I have created a blank method in a ZCLASS for decission step
with terminating events ZAPPROVE and ZREJECT. To get a unique object key I
have coded FIND_BY_LPOR and LPOR method. For testing I have changed  an
existing sales order billing block status to Z2, the workflow is getting
triggered and waiting for the first level approval with the correct agent I
checked this in SWI1. After this to continue with the first level approval I
tried to create an event in SWUE passing the ZCLASS and ZPPROVE event with
the object key (Sales order), the workflow is not continuing.When I clicked
on Event Reciver tab I am getting a message "No active receiver exists" and
also in SWI1 I could see the ZCLASS with no istance. Please help where am I
doing wrong.
