Assistance needed on step type FORK

Hi Experts,

As I dont have a system at the moment I request can someone assist me the
functionality of fork.

Ex: I have 5 branches with user decission step types.Agent determination for
all the user decissions is determined from a custom table.Unfortunately one
of the branch did not receive the agent.What will help happen??Does the
Workflow will be completed?? or stay incomplete??
