General question about wf to create new material ( mm01 )

Hello ,
I m familiar  of 2 types of    approach this  requirement ,
One is to  design  a   request forn  and  submit for approval  and then
create a  material
 based   on the data  (either use bapi   or recording )

another is to  have the material  created first and then submit to
completion of views ,
both  ways  require  extensve  programming  ,
Is there any other approach  ?    .
any comment will be  welcomed
