User. Created / User Cloned/Changed Event is not triggered

Thanks for the lead. I have added entries in swed and swec identity as change object and usr21 as table. This  is working good for su01. Excellent so far.But event was  not published  when user changes parameter values in parameter tab usng su52 and su3. I have tried adcp table also and but event is not published. Appreciate for any futher help. Thanks. Kesav
