Event not triggering on Change Document

All,

This was a 'phantom' issue. I am sorry to have troubled you. Everything 
was set up correctly. 

What I didn't realize, was that a date restriction was placed on the event 
trace (SWELS) by someone in the past. It was never cleared. My event was 
triggering all along, but the trace wasn't picking it up because it was 
not being raised within the date range set.

Frankly, I have never restricted my event traces by date, and can't 
imagine why I would want to. It never occurred to me to look at that. 

My apologies for wasting your valuable time on this one.
