Missing Change Button in SRM Shopping Cart Flow

Did you check the security settings for the approver roles under the Personalization tab for BBP_WFL_SECURITY?

We have this BADI BBP_WFL_SECUR_BADI_S as inactive. We do not use it so does the security level matter?
We did try putting the level at "low" and it still did not work.
