Hi Max, 
Silly/basic questions are fine. 

1. NWDS is the development tool for BPM - like you use SWDD for SAP Workflow
CE is the server - like you have a ECC system to run your SAP Workflow

2. No but it can help you understand your options better.

Sorry for silly/basic questions, since i have only limited knowledge
on SAP workflow, but interested to learn more about BPM.
1. Is BPM only available using NWDS ?
2. Do i need to know about PI/XI first before BPM ?
