Substitution not working

Hi,

I see that 'SWRS' function group is not active becoz the
FM:SAP_WAPI_SUBSTITUTE_ACTIVATE is in inactive status.Any other Fms or
Classes which can get the substitutes???I checked RH_SUBSTITUTES_LIST is
showing the substitues correctly but the result displays the sbwp t-code I
cannot use this.
