Substitution not working

Hi Experts,

As a part of agent substitution retrivals I am using standard FM:
SAP_WAPI_SUBSTITUTIONS_GET in a step.When I am testing this function module
explicitly,I am getting return code '0' but no substituions are returned.I
have checked the SBWP-Workflow settings-maintain substitute is assigned to a
user in activated status.I am not aware,where I am doing wrong??Some one
please suggest me what need to be done for substitution determination.
