Work item in 'Waiting' status despite agent determination successful??

Hi

 

I have a workflow step which is remaining in the 'Waiting' status, so it doesn't show in sbwp.  The workflow log shows the agent has been determined, and the agent receives work items from other steps in the workflow fine.

 

What else could possibly be the reason for this error?
