Mass workload monitoring?

No easy way for this, an efficient way would be to look through all your
users and call SAP_WAPI_COUNT_WORKITEMS.
Pay attention to the doco on DETAIL_LEVEL, you can use it to first filter
all users with WIs and then do the actual counting only for users who have
something in their inbox.
