SWDC for Role

We use "Role" to define the workflow admin.  There are two of us, so we created a role - ZS_WF_ANLSTP - for the workflow analyst which contains all the security needed for Workflow admin.  The role is assigned to both of us.

Anyone ever used type "Role" to define workflow admin in SWDC? how should this role be defined? I assigned a simple role but it just did not work.
