Approach to Enhance the workflow

Dear Experts,

I have one workflow in production from last 4 years. Now i need to enhance
this workflow and almost 80% design will change.

Two option are there for enhancement -
1. New Template - to avoid issue in production, i want to keep the old
template in active version, so that in case any high priority issue came we
will switch on the old one and fix the new one

2. version - in this case, i found one issue - if a high priority issue came
in active version then i need to activate the old version in dev and again
have to transport it to production.

What do you think? which option would be the best? and what would be the
pros and cons?
