Substitution Profiles

Hi,

I am having a strange problem.

I am trying to achieve the functionality of Substitution profiles for UWL.

I have 
1) Defined the substitution Profile
2) Maintained Task classes
3) Assigned Substitution profile to Task classes
4) Assigned Task classes to the Task 

Still in the 'Create Rule' screen, the field "Assign these tasks" drop 
down is not enabled. Only ALL appears here. Please help.
