Event CATS.CREATED not raised

Hi all,

I'm trying to work with the time sheet approval scenario.
Whenever recording and releasing a time sheet through t.code CAT2, the system does not raise event CATS.CREATED.
What am I missing? when will the event get triggered?

I'm using ECC6 ENH4. BTW, in previous 4.6c system the event is raised as expected.
