FM SWX_MANAGER - Bypassing Vacant Positions

I found OSS Note 595073 from 05/2003 to show the client (the concern 
being creating an entry directly in an SAP table). I am not sure why the 
WFLOW-VAPOS entry in T77S0 is not made available as part of the SPs and 
carried forward to the later releases. The customers could have 
activated the setting if needed.
