Work items not visible in SAP Inbox

Hello Friends, 
 
We are facing a strange issue:
 
In a DEV system after testing a workflow from Workflow builder, we are
not able to see the work item in SAP Inbox of the user. ( Work item  is
corresponding to Standard decision task.) 
However we can see in workflow log that work item is sent to desired
user.
Strangely, non-of the dialog  tasks/work items are visible in Inbox. We
are able to see the notifications
 
Are we missing anything ?  We have checked the customizing, agent
assignment  etc. 
 
P.S. If we execute the work item from SWIA and then use the " Cancel and
keep work item in Inbox", of user decision, then I am able to see this
in user's Inbox.
