Substitution based on Approval limit

Hi ,We are working on SRM 5.0.
I have a requirement related to create substitute based on the approval
limit.
For example, I have a role assigned to me which has a approval limit of 50k,
so i can create substitute only to the user having approval limit of 50k or
above.Kindly tell me how this functionality can be achieved.
