Adopt Substitution Doesn't Stick

I have a user who goes to Settings - Workflow Settings _ Adopt Substitution.  He clicks in the check box and the system message says that the substitution is active.  However, if he chooses that menu option again, the checkbox is not checked.

Is this an authorization issue?
