BOR locked by user on transport

I had a change move to prod last night. A WF with a BOR ZBUS2032. 
Nothing major. Just added a new method and a call from the BOR in a
task. 
 
All transported to all our QA and Training clients just fine. 
 
When we moved to prod, I received an error stating by ZBUS2032 was
locked by a system user. 
I never seen this error before! Prod control pushed it again and all
compiled just fine. 
All moved in same order.
 
I don't understand why a system user would have a lock on the BOR.
