CATS Workflow

In our release, on the CATS data entry profile theres the option 'with
approval procedure for exceptions' and a Group.  The Group is used to
specify the Wage Types that cause the Wf Task to be started.  This might not
in your release, as we are using TS31000007 which is the Approval task that
superceeds TS20000460
