how do PCRs in SAP R/3 4.7 work?

Hi All,

how do PCRs in SAP r/3 4.7 work ..what are the prerequisites?Does anyone
know or point me to link where i can find the list of PCRs available in 4.7
for HR processes like NewHire, Transfer etc.
Do i need to install Business packages for ESS and MSS in order to make use
of these PCRS IN 4.7?
