Read Workflow Admin from Program

Hi All,
I have a scenario to send time sheet approvals work items to Workflow_Admin if manager of an employee is not found.
Copied the strandard rule -00000157 to custom one and trying to add the code to get manager. Any function modules/tables will gie this information?

Is there any other way of doing this.....with out goin in this hard way...
