Issue with Deadline Monitoring job - SWWDHEX

Hi All, 

I am unable to schedule the deadline monitoring job. When i tried to schedule the job via SWU3, this error appears 'Work item 000000718566: Background job RSWWDHEX can not be scheduled (error 13)'.

When i checked the table SWWDHMIN, the WI_date and WI_Time was set to 00.00.0000,00:00:00, I have updated the table with current date and time and then try to schedule the job again via transaction SWWA. But with no luck, i got the same error message.
