CATs Approvment process for cost element owner

The problem that I am facing is that when you are releasing time for CATs it will run rule for TS only once and will create only one WF and it will be based on the person.
What it is doing in standard code is: 
1) Loop on the person
2) Take all records in CATSDB for this user which are released (it's not making difference for Cost Elements)
3) Create TS and update CATSDB with TS number for these records.

Do you know how to solve this?

  If you're only using cost centers, wne way would be to create a rule using responsibilities. You would link the cost center to its "owner" position. There's also the field "person reponsible" in CO for each cost center that could be read.

  You could do something similar for other cost elements.

  Your biggest problem will be to get the cost element from the time record since by default the CATS object does not have that info.

  I have a request from client for doing approve of the hours not by employee but by cost element.
  For ex: if the person adding time for 3 cost elements and owners for this 3 elements are different then it should go to 3 different persons and not to one person who is the chief (is the standard SAP) of this user in Org. Structure.
