Issue triggering a workflow using a BAPI

Take a look at this link http://help.sap.com/erp2005_ehp_03/helpdata/EN/04/928d9f46f311d189470000e829fbbd/frameset.htm.

Secodnly the task TS30000016 is not triggered directly, it is one of the step after the WS30000015 gets triggered. Now check the WF log to see where the WI is sitting.
