Modifying Workflow Container From ABAP Program

G'day all.
We have an ABAP program that need to execute single workflow task. The
purpose of this workflow task is to send notification to recipient(s).
What is function module that we can use to modify workflow task container?
The only magic word to do this is SWC_SET_ELEMENT. My understanding, this
macro is only works within BOR environment.
