Agent Determination Without Organisation Structure

G'day all.
We have requirement where our agent determination could not rely on HR
organization structure and its evaluation path.
HR Administrator want determination is based on their own criteria.
For example if work item triggered by initiator who have personnel area A1,
personnel subarea A2, personnel group A3 and personnel subgroup A4 then
selected approver is Mgr.A or if personnel area B1, personnel subarea B2,
personnel group B3 and personnel subgroup B4 then the manager is Mgr.A and
Mgr.B

We identified combination is around 200.

Due to complexity of this project, the guideline is to utilize SAP standard
as much as you can.

We are thinking to utilize responsibility rule (PFAC) to maintain these
criteria.

I would like to know is there any other better alternative for this. And is
there any implication by having such big numbers of records in
responsibility rule.
