Event for record management workflow

Hi experts,
We are working on the integration of workflows with the Records Management  we have an issue with the Following :
The Event for record is not getting triggered when we create or Change the record in the organizer (Tcode).
Can u pls let us know when the Business object   Record and its events are triggered .
