No workitem seen in the quality server in event trace

Hi experts ,
We have transported a standard workflow (WS2450047)for Quality notification in the quality server . This workflow is working fine in the dev server . But in the quality server  although the event linkages are active  and all the agent assignments are present  , work item is not generated. I am attaching a screen shot of the event trace , please suggest me what to do.
