Workflow start using triggering event

Hi,

I have created a event condition in workflow in basic data it shows start 
condition with decision symbol.
The condition is created in SWB_COND for particular workflow but it shows 
"not active" status how can we activate I think due this the condition 
defined in workflow is not working.

Please provide me details how to define condition in Start Event level in 
Basic data and execute.
