Adding Comments to Decision Work Item on Rejection

Hi Experts,

I want to make it mandatory to add comments for Reason of
Rejection everytime user selects 'REJECT' button in decision workitem from
Business Workplace.

I suppose one way is that user himself creates an attachment to decision
workitem before taking decision & then I can get text of the attachment
using function module to read container of work item. But this doesn't make
it mandatory for the user to enter comments everytime REJECT decision is
taken.

Please suggest how it can be done to make it mandatory for user to add
comments & that too on specific decision of 'REJECT' only.
