Unable to execute Workflow with FM -SAP_WAPI_START_WORKFLOW

Make the workflow template itself a general task, just the way you would do it for a standard task.  This has to be done whenever you are starting the workflow from the FM.

Hi,
 
I am using this FM to trigger the workflow.But I get a message that Agent is not one of the Possible agents. I have classified the task also as a general task.
I have debugged the FM it fails in authorization check .It checks if the workflow number is in table HRP1217.
Unfortunately there is no entry in the table.
 
I created a task and there is an entry created in HRP1217.
Any idea what must be wrong.
