SWU3 / WF Admin / Reserve & Replace

All our WF Admins (with various levels of security) should have basic
Reserve / Replace WF. 
 
In 4.6c, USERX is setup as the WF Admin via SWU3. 

In ECC6 USERX is also the WF Admin (same as above).

Now, after upgrade from 4.6c to ECC6, USERX is the only user that can
Reserve / Replace any WFs. 
 
Best solutions) are:
A) Add / assign Security Role to this config for WF Admin.
B) Create new org with users
C) Delete the WF Admin name. i.e. leave blank.
D) None of the above.
